Chủ tịch Hạ Viện, bà Pelosi xử dụng chiêu đ́nh hoăn 2 bản luận tội gởi lên Thượng Viện vô hạn định như một chiến lược để áp đặt Mitch McConnell phải chơi cho đúng luật v́ ông này đă trắng trợn lên tiếng bao che cho Donald Trump, sẵn sàng xóa tội, không cho nhân chứng ra điều trần cũng như không chịu bỏ phiếu xử theo Hiến Chương của Hoa Kỳ.

Bà Peloci ra chiêu bằng cách để lơ lửng vụ luận tội này, chỉ đến khi nào, Mitch McConnell đồng ư với một số điều kiện cho cuộc luận tội một cách công bằng qua lá phiếu th́ lúc đó, các bản luật tội mới được đưa lên Thượng Viện.

Việc đ́nh hoăn này đă được bà Peloci tuyên bố vào tối thứ Tư vừa, và đă được hàng chục thành viên của Hạ Viện ủng hộ. Bà Peloci muốn tạo áp lực để buộc Thượng Viện phải có một phiên ṭa thực sự - cụ thể là các nhân chứng quan trọng đă được trát phải ra hầu ṭa, những người mà Donald Trump đă từ chối, dùng quyền phủ quyết, không cho họ ra điều trần, bao gồm cựu Cố Vấn An Ninh Quốc Gia, ông John Bolton và một số nhân viên cao cấp của Ṭa Bạch Ốc, trong đó có ông Mick Mulvaney và tùy viên thân cận Robert Blair vừa được Donald Trump thưởng cho lên chức v́ từ chối ra điều trần, hai người này có mặt khi cuộc điện đàm đó xảy ra. Bà Peloci đă lên tiếng rằng, bà ta sẽ không chấp nhận cho một “phiên ṭa diễn kịch” mà không có nhân chứng.

Thực ra th́ chiêu này trước đây trong kỳ luận tội Bill Clinton đă được tay Nghị Sĩ Cộng Ḥa Lyndsey Graham xử dụng, khi ông ta đ̣i buộc phải có mặt của các nhân chứng điều trần và hỏi cung trước Quốc Hội và hôm nay đă được bà Peloci tái xử dụng như chiêu Gậy Ông Đập Lưng Ông mà thôi, chứ không có ǵ mới lạ cả, và nếu không biết, th́ t́m hiểu cho biết, chứ chẳng có cái ǵ gọi là Hạ Viện tiếm quyền đặt ra luật như Donald Trump và phe đảng Cộng Ḥa vẫn từng làm.

Donald Trump có quyền ngậm tăm, nín thở qua cầu, hoặc tha hồ giẫy giụa trong đống nhầy nhụa mà ông ta ói ra, rồi cứ tí toáy lung tung xà beng chửi bới rủa xả nhặng xị mỗi ngày, nhưng vẫn phải chờ, chờ cho đến khi nào Thượng Viện dưới tay Mitch McConnell chịu đưa ra một quy tŕnh tố tụng công bằng với nhân chứng mà bà Peloci đ̣i hỏi, bằng không, bà Pelosi sẽ sẵn sàng chờ măi, chờ cho tới ... ngày bầu cử mới thôi ... thời gian c̣n dài mà.

Một cách khác, bà Pelosi cũng có thể chờ đợi để truyền tải những bản báo cáo luận tội lên ṭa án để họ đưa ra phán quyết cuối cùng. Việc này có thể được đệ tŕnh lên Ṭa Thượng Thẩm, để họ quyết định việc trưng bày việc luận tội này qua những cuộc “hỏi cung và đối chất” nhân chứng của Ṭa. Nói tóm lại, bà Pelosi có thể đợi cho đến khi Ṭa Thượng Thẩm giải quyết xong các cuộc điều trần từ cựu Cố Vấn Chính Phủ, ông Donald McGahn và cựu Phó Cố Vấn An Ninh Quốc Gia, ông Charles Kupperman, qua sự làm chứng t́nh nguyện của ông John Bolton.

Bên cạnh đó, Hạ Viện c̣n bỏ ngỏ việc kết thúc luận tội, nó đồng nghĩa với việc có thể sẽ có thêm vài tội danh nữa, khi những tài liệu và các bí mật khác ḷi ra thêm trong thời gian sắp tới. Đó là chưa kể đến việc ông luật sư lắm mồm của Donald Trump, ông Rudolph W. Giuliani và bộ hạ của ông ta, có thể đă tiết lộ những thông tin gây ra nhiều tổn hại hơn nữa mà người dân chưa được biết và Hạ Viện chưa tiết lộ.

Nói tóm lại, trong việc đ́nh hoăn bản luận tội này, bà Pelosi đă cho McConnell cơ hội để thực hiện đúng đắn theo như bản Hiến Chương Impeach tổng thống, cũng như việc thực hiện sự mong muốn của người dân trong việc đa số muốn coi việc xét xử Impeach ra sao ở Thượng Viện.

Phần đông dân Việt yếu tiếng Anh, thiếu kiến thức về luật pháp và Hiến Pháp của Hoa Kỳ, lại cứ nhao nháo lên cho rằng, đến thời điểm này mà vẫn chưa thấy Hạ Viện qua bà Pelosi xúc tiến tiếp tục việc luận tội, là kể như đă xong ... v́ thiếu bằng chứng và rồi họ cứ thế mà bô lô ba la ...

Ai cũng biết, Thượng Viện dưới tay Mitch McConnell dư khả năng bao che và tha bổng cho tổng thống và đảng Cộng Ḥa của họ, v́ họ đang nắm đa số phiếu, thế nhưng, theo sách lược "ngâm tôm" bản luận tội của bà Pelosi th́ việc Bỏ Phiếu ở Thượng Viện Phải Có, Phải Xảy Ra, và Chỉ Xảy Ra Sau Khi Các Nhân Chứng Phải Ra Điều Trần Làm Sáng Tỏ Vụ Việc Trước Sự Chứng Kiến Của Người Dân Ở Mỹ, chứ không thể bị che giấu như Mitch McConnell và các cận thần của Donald Trump mong muốn. Ai dám nói bà Pelosi là Crazy Pelosi ngoài Donald Trump?

Tóm lại, với những ông nghị Cộng Ḥa c̣n đảng c̣n ḿnh, nếu không có kế hoạch th́ rất dễ dàng bị họ dùng đa số phiếu mà ém nhẹm đi cái sự thật người dân cần phải biết.

Thực ra th́ với những con người có chút đầu óc để suy xét, th́ rất dễ hiểu thôi, với câu hỏi:

Tại sao ông TRUMP và đảng CỘNG H̉A luôn mồm kêu VÔ TỘI, luôn miệng CHỐNG CHẾ là VIỆC LÀM của Donald Trump KHÔNG TRÁI VỚI LUẬT PHÁP nhưng lại BẰNG MỌI GIÁ, NGĂN CẢN NHÂN CHỨNG cũng như TỪ CHỐI RA ĐIỀU TRẦN TRƯỚC QUỐC HỘI?

MỘT KHI VÔ TỘI, AI LẠI TỪ CHỐI CƠ HỘI để CHỨNG TỎ M̀NH BỊ OAN ĐẾN VẬY?
