Ralph Norman, một trong số những người Cộng hòa kiên trì tuyên bố sẽ bỏ phiếu chống lại dự luật của Trump "trừ khi có điều gì đó thay đổi", cách đây không lâu đã tuyên bố ông sẽ ủng hộ dự luật này trong cuộc bỏ phiếu về thủ tục và thông qua cuối cùng.

Norman đến từ Nam Carolina trả lời các phóng viên vào thứ Tư rằng việc ủng hộ dự luật là "điều đúng đắn cần làm vào đúng thời điểm", giải thích sự thay đổi suy nghĩ của mình bằng cách nói rằng ông đã nhận được sự đảm bảo từ Trump rằng những lo ngại sẽ được giải quyết.

Norman cho biết tổng thống đã đưa ra lời đảm bảo trong cuộc họp tại Nhà Trắng hôm thứ Tư rằng những lo ngại về việc chậm loại bỏ tín dụng thuế năng lượng xanh, cũng như các ưu tiên bảo thủ khác, sẽ được "giải quyết".

Đảng Cộng hòa không còn đủ số phiếu cần thiết để thông qua "Dự luật lớn tuyệt vời" của Tổng thống Donald Trump sau khi bốn thành viên Đảng Cộng hòa phá vỡ hàng ngũ và bỏ phiếu chống.

Trước đó, một nhóm đảng viên Cộng hòa tại Hạ viện đã đe dọa sẽ phá bỏ cuộc bỏ phiếu thủ tục cho dự luật “One Big Beautiful Bill” (OBBB) mang chữ ký của cựu Tổng thống Trump.

Chỉ một ngày sau khi Thượng viện thông qua luật với số phiếu sít sao do Phó Tổng thống Vance bỏ phiếu quyết định, các nhà lãnh đạo Đảng Cộng hòa—bao gồm Chủ tịch Hạ viện Mike Johnson và Tổng thống Trump—đang cố gắng giành được sự ủng hộ của những người bảo thủ bất đồng chính kiến tại Hạ viện, những người lo ngại về mức tăng nợ quốc gia từ 3–4 nghìn tỷ đô la và việc hủy bỏ các cải cách về mạng lưới an toàn xã hội.

Theo các thành viên nhóm họp kín, phiên bản của Thượng viện đã "làm loãng đáng kể" các khoản cắt giảm chi tiêu thiết yếu trong Medicaid và SNAP, từ bỏ kỷ luật tài chính nghiêm ngặt và làm tăng thâm hụt vượt xa thỏa thuận trong phiên bản của Hạ viện hồi tháng 5.

Vào đêm thứ Tư, Nghị quyết 566 của Hạ viện đã không được thông qua do không có sự thống nhất nào của Đảng Cộng hòa và không có sự ủng hộ hoàn toàn của Đảng Dân chủ.
