Just the opposite!
1) Article was prep and dispense by certain members of US and western allies strategists/think tanks to increase US military allocations on certain black op projects & NSA programs. It is an eloquent ploy aimed at the legislative branch primarily, but secondarily scaring the general populace into concrete action for the supposed US inferiority.
2) China industrialization only really made head way post 1990's. Prior to that, China was mainly seen by the west as an agrarian type of economy. To this date, China can't even feed its own people. And as history has indicated, China governmental upheaval correlates well with food crises.
3) Militarily, China is still 10-20 years behind the US. If in fact the US was beguiled by China, that finding is extremely premature. China strategies, tactics and military hardware prior to the 1991 Gulf War were antiquated and obsolete. Even today and with this past decade of military improvement, > 50% of China military systems and arsenals are not modern. Thus, China military buildup was predictable and needed after she saw how the US, with a highly mobile battlefield and arm forces, decimated her similar employed strategies used by Iraq.
But that's not the zist of her problem, China has no military experience. China last war was w/ CSVN in 1979, which only show case her antiquated strategies and tactics. Versus the US? US, not only has actual battlefield experiences and battle harden commanders, but her training is more realistic and effective. Militarily, China current position is like Japan prior to WWII. China needs and lack raw materials for her world vision. Unfortunately or fortunately, China is covered and cornered by the US 6th Fleet and her allies, with the Straight of Malacca as a choke point. China has no blue water navy. She has no friendly ports to call upon. China is only regional to scare nation(s) who is/are to cowardly and readily surrender to her protection racket. The US will push Japan (primarily), South Korea, Austrilia and CSVN to counter China regional control efforts.
4) If one consider Nixon 1972 visit as a starting point, both country have benefited from this relationship. China got her 20+ year of tremendous economic growth and industrialization. The US enjoyed her 10+ yrs. of prosperity and growth too during 1995 - 2007. The difference being, the US need wars to dispense of old systems and antiquated hardwares, and to test and develop new systems and strategies. Wars have been good, both economically and militarily, for the US.
