1/ why the need for this new DUI law now? Does this mean côn an cán bộ are so desperate for income that they have to create this new law and then so diligently enforce it thus far?

2/ Since they are the ones upholding this new law, should they be fined twice or 3 times as much if they violate these DUI laws in order to set good examples?
