Bicycles in your city are just for tourists? That's why a dedicated bike lane is bound to be useless.
But you're comparing that kind of bicycle-tourism city to Beijing? Where there are hundreds of million of local bicyclists? I think your comparison has no ground and is just plain... dumb.
The bike lane in Beijing could be useless, or not, time will unfold. But China has no issue with collecting tax for such things anyway, and they BUILD THINGS TO SHOW, not necessarily for practical purposes. Your short sighted comparison has no place here.
