3) Worse comes to worse, Mexico can deny US force repatriation for > 6 months and cost the US loads of headaches and expenses

---> But sadly or not though depending on your position, ICE will have to release these detained immigrants, except the one with certain terrorist activities and or dangerous violent criminal histories, due to US Supreme Court prior ruling in Zadvydas vs. Davis

So in reality, the ball is in Mexico court and favor if it so incline to piss on the quacking duck!
