1) Japan, US, China & Russia can't do anything about an already launch missile! The best hope for any form of interception is after re-entry in the mid course or terminal phase.

2) For Japan, would you really want to blow up and spread radioactive fissile materials across a greater area esp. when it wasn't meant for you!
