California Penal Code 459.5 describes the crime of shoplifting as entering an open business during their normal hours with intent to steal merchandise valued at $950 or less.
Shoplifting Laws in California – Penal Code 459.5 PC
PC 459.5 shoplifting is stealing items valued at under $950 and a misdemeanor crime.

PC 459.5 shoplifting is always a misdemeanor crime and punishable by up to six months in a county jail and fine up to $1,000, unless the defendant has one of more prior convictions.

Shoplifting is commonly thought of as stealing an item from a store without paying for it. Generally, this definition rings true for most shoplifting statutes across the country.

A robbery conviction carries serious penalties, with first-degree robbery carrying a state prison sentence of three to nine years. Second-degree robbery is punishable by two to five years in state prison. Robbery is also a "strike" in California and falls under the umbrella of the Three Strikes Law.

You can go to prison in Florida for a $300 crime, but it’s $2,500 in Wisconsin.
Each state sets its own dollar amounts to classify theft crimes. To face a felony charge in Georgia for the handbag caper, for example, you’d have to steal five of those same purses: the felony minimum there is $1,500.

Texas and Wisconsin have the highest thresholds at $2,500, according to data from the National Conference of State Legislatures and a report published by the Public Safety Performance Project at The Pew Charitable Trusts. Most others range from $500 to $2,000. Of the 13 states that have not altered their statutes since 2000, four — Florida, Massachusetts, Virginia and New Jersey — have the lowest thresholds in the country, at $300 or less.
