What 'safe harbor day' is and why it's bad news for Trump?
Congress must count the electoral votes from states that meet the Tuesday deadline.

Theo Đạo luật về số phiếu bầu cử năm 1887, Quốc hội phải kiểm phiếu đại cử tri từ các tiểu bang đă chọn đại cử tri của họ và giải quyết mọi tranh chấp pháp lư về sự lựa chọn trước thời hạn của đạo luật, tức là sáu ngày trước khi các đại cử tri họp để bỏ phiếu.

Hiến Pháp Hoa Kỳ đ̣i hỏi rằng nhiệm kỳ tổng thống chấm dứt chính xác vào trưa ngày 20 tháng 1. Dẫn tới ngày đó, luật liên bang nói rằng Cử Tri Đoàn chính thức bỏ phiếu vào “Thứ Hai đầu tiên sau Thứ Tư thứ Hai trong tháng 12” – mà năm nay là ngày 14 tháng 12. Các cử tri đoàn đó sau đó phải đến Thủ Đô Hoa Thịnh Đốn vào ngày 23 tháng 12 và Quốc Hội chính thức đếm cử tri đoàn vào ngày 6 tháng 1.
Điều đó mang đến cho chúng ta ngày cập bến an toàn. States that haven't yet certified their votes for president or that face legal challenges are rushing to resolve any remaining disputes by Tuesday, NBC News reports.
That's because Dec. 8 is known as the safe harbor deadline. Under the Electoral Count Act of 1887, Congress must count the electoral votes from states that chose their electors and resolve any legal disputes over the choice by the act's deadline, which is six days before the electors meet to vote.
Electors seated between Dec. 8 and Dec. 14 — the date when electors are required to meet in their states and cast their ballots for president — can still vote, but they could theoretically be challenged by Congress.
The safe harbor deadline, however, is something of a guarantee. The federal law says a state qualifies for the safe harbor protection if it has resolved "any controversy or contest concerning the appointment of all or any of the electors." State court cases remain active in six states that certified Biden the winner — Arizona, Georgia, Michigan, Minnesota, Nevada and Wisconsin. So they may not be able to claim the protection unless their cases are resolved by Tuesday.
