Mỗi người Vn ra nước ngoài đều tạo ra nguồn thu nhập rất lớn cho đất nước vậy mà giờ đây lại c̣n muốn đề xuất để thu của người Việt Nam ra nước ngoài sẽ đóng 3-5 USD 'phí chia tay'. Hiện vụ việc này đang gây xôn xao dư luận v́ đây là nguồn tiền không hề nhỏ và ai dám chắc là không có tham ô. Chưa kể đây là cách làm không thể áp dụng tại VN.Sáng nay (12/6), Quốc hội thảo luận về dự thảo Luật Xuất cảnh, nhập cảnh của công dân Việt Nam.

Phát biểu góp ư liên quan đến nghĩa vụ của công dân khi ra nước ngoài, ĐBQH Nguyễn Quốc Hưng, nguyên Phó Tổng Cục trưởng Tổng Cục Du lịch (đoàn Hà Nội) cho rằng, vấn đề này cần phải nói rơ trong Luật.

"Công dân ra nước ngoài phải tuân thủ luật pháp nước sở tại, ở nước ngoài cũng phải giữ ǵn h́nh ảnh, bản sắc văn hóa của người Việt Nam.

Mỗi một công dân cũng phải là một đại sứ du lịch, có trách nhiệm tuyên truyền, quảng bá, giới thiệu đất nước, văn hóa, con người Việt Nam. Cũng phải có trách nhiệm nâng cao h́nh ảnh, vị thế của người Việt Nam", ĐB Hưng góp ư.

Liên quan đến nghĩa vụ của công dân được quy định trong dự án Luật, ĐB Hưng đă nêu đề xuất và mong muốn được Quốc hội cũng như cơ quan soạn thảo nghiên cứu, xem xét.Ông cho hay, một số nước đă áp dụng chính sách visa và phí xuất nhập cảnh để điều chỉnh việc xuất, nhập cảnh của công dân, có nước không khuyến khích công dân xuất cảnh th́ họ áp dụng thuế hoặc phí.

Ví dụ, theo ông, năm ngoái Quốc hội Nhật Bản đă ban hành đạo luật quy định mỗi công dân Nhật Bản khi ra nước ngoài th́ phải đóng một phí gọi là phí chia tay hay gọi là phí du lịch là 1000 yên/người, tương đương khoảng 9,3 USD.

Phí này họ sử dụng để thực hiện một số dự án nhằm phát triển ngành công nghiệp không khói của Nhật Bản, cũng như việc Chính phủ Nhật Bản dự kiến hàng năm sẽ thu được 400 triệu đô la để hoàn thiện việc xuất, nhập cảnh cho công dân được tốt hơn...

"V́ vậy, tôi có một suy nghĩ nên chăng Việt Nam cũng giống một số nước là khi công dân ra nước ngoài th́ có trách nhiệm đóng góp một khoản tiền gọi là phí chia tay.

Chúng ta dùng số tiền này khoảng 3-5 USD/người khi xuất cảnh, trích một phần cho các cơ quan ngoại giao dùng để có kinh phí bảo hộ công dân Việt Nam, hỗ trợ công dân khi công dân Việt Nam ra nước ngoài gặp khó khăn.

Một phần để cơ quan xuất nhập cảnh Việt Nam đầu tư nâng cấp máy móc kỹ thuật cũng như những việc khác để đảm bảo cho việc công dân xuất cảnh được tốt hơn, được chu đáo hơn, thân thiện hơn và hoàn thiện hơn, các chiến sỹ khi công dân xuất, nhập cảnh th́ tươi cười vui vẻ, ân cần hơn với công dân", ĐB Nguyễn Quốc Hưng góp ư.

Trong khi đó, ĐB Nguyễn Tạo (Lâm Đồng) nêu thực tế, một số người có chức, có quyền, khi khởi tố vụ án, khởi tố bị can bị lọt ra ngoài và cơ quan điều tra phải làm lệnh truy nă. Theo ông, việc thiết kế ở Khoản 1 Điều 28 của dự thảo Luật có chỗ thừa, có chỗ lại thiếu, do đó sẽ lọt một số đối tượng.

"Không phải một con voi mà từng đàn voi sẽ bị lọt", ĐB Tạo nói.

Nam ĐBQH đề nghị bổ sung thêm vào điều luật như sau: "Người có trách nhiệm khi bị cơ quan của nhà nước có thẩm quyền xử lư theo quy định của pháp luật cần tạm hoăn xuất cảnh".

Theo Tờ tŕnh dự án luật mà Bộ Công an tŕnh ra Quốc hội, số lượt công dân Việt Nam xuất cảnh ra nước ngoài với nhiều mục đích khác nhau ngày càng tăng. Năm 2007: 1,9 triệu; năm 2008: 2,6 triệu; năm 2010: 3,2 triệu; năm 2013: 6,1 triệu; năm 2016: 7,7 triệu; năm 2017: 9,2 triệu và năm 2018: 9,6 triệu.

Ăn chuối cũng phải lột vỏ rồi mới ăn. VC th́ Bốc lên là lủm khỏi cần lột luôn. Vỏ Dừa c̣n chịu thua hàm răng "Vẫu" của tụi nó muh.

Đă chia tay rồi mà c̣n phí thêm mớ tiền nữa. Nhà nước c̣n mặt dày hơn cả ăn mày. Mai mốt sẽ có nhạc phẩm "Phí Ṿi Tiền"
