POLITICO: Senate Intel report confirms Russia aimed to help Trump in 2016
The report represents a confidence-booster to the country’s intelligence community.

The Senate Intelligence Committee on Tuesday reaffirmed its support for the U.S. intelligence community’s conclusion that the Russian government interfered in the 2016 presidential election with the goal of putting Donald Trump in the Oval Office.

Uỷ ban T́nh báo (UBTB) của Thượng Viện hôm thứ Ba cho biết, họ hoàn toàn đồng ư với kết luận trong bản tường tŕnh của cộng đồng t́nh báo (Intelligence Community Assessment – ICA) rằng Tổng thống Putin và Nga đă nhúng tay vào cuộc bầu cử tổng thống Mỹ năm 2016 với mục tiêu đưa Donald Trump vào toà Bạch Ốc.

Đây là bản tường tŕnh thứ tư trong một series gồm 5 bản tường tŕnh của ICA. Bản đầu tiên, soạn xong vào cuối tháng 12, 2016 và công bố vài ngày trước khi ông Trump nhậm chức vào tháng Giêng 2017, đă được Uỷ ban đánh giá là đáng tin cậy, “không có vấn đề trong cách ICA làm việc hay thu thập dữ liệu”.

Chủ tịch UBTB Richard Burr (Cộng Hoà, North Carolina) cho biết, bản tường tŕnh mới nhất, dài 158 trang, đă được các Thượng Nghị Sĩ và trợ tá khảo sát kỹ lưỡng. Ông nói, “Uỷ ban không t́m được bất cứ lư do ǵ để bất đồng với kết luận” của bản báo cáo; rằng ICA đă làm việc rất nghề nghiệp (“strong tradecraft”) và phân tích hợp lư (“sound analytical reasoning”).

Phó chủ tịch Mark Warner (Dân Chủ, Virginia) khen tinh thần làm việc “chuyên nghiệp và không thiên vị” của ICA. Ông nói “sau thành công năm 2016, chắc chắn Nga sẽ quấy phá tiếp mùa 2020.”

Bản báo cáo mật này đă được UBTB chuẩn thuận với số phiếu tuyệt đối vào tháng Ba. Mặc dù phiên bản được công bố mới đây có nhiều chỗ bị bôi đen, các Thượng nghị sĩ cho biết, đó chỉ là những phần liên quan đến cách thâu thập tài liệu cần giữ kín để bảo vệ nhân viên t́nh báo và nguồn tin của họ.

Giữa t́nh h́nh chính trị phân cực hiện nay mà UBTB có thể đồng ư về một vấn đề cực kỳ nhạy cảm như vầy là sự kiện hiếm thấy. TNS Angus King (Độc Lập, Maine) nói: “Sự đồng thuận tuyệt đối giữa các TNS từ Cornyn và Cotton [Cộng Hoà] cho tới Feinstein và Ron Wyden [Dân Chủ] là điều đáng ghi nhận. Do đó chúng ta phải điều tra đến tận cùng xem Nga đă làm những ǵ, và bằng cách thức nào”.

Uỷ ban cho biết, họ cũng đă phỏng vấn một số người đă giúp viết bản tường tŕnh năm 2017 và xác nhận những người này không hề bị áp lực chính trị. Bản báo cáo 2017 ghi: “Mục đích của Nga là làm suy yếu thể chế dân chủ Hoa Kỳ, bôi nhọ cá nhân Hillary Clinton và hạ thấp khả năng thắng cử của bà. Chúng tôi có thể xác quyết Putin và chính phủ Nga muốn thấy ông Trump thắng. Kết luận này có độ tin cậy rất cao”.
