Former 'rich' kid gets 10 years in jail for stealing Tiffany jewelry, Hermes wallets from HCMC mall

A man who posed as a wealthy shopper to steal luxury jewelry and fashion items valued at nearly VND3 billion (approximately US$38,420) from two high-end stores in downtown Ho Chi Minh City has been sentenced to 10 years behind bars.
The Ho Chi Minh City People's Court on Thursday found Phan Van Chien, 33, guilty of theft after a string of calculated shoplifting incidents earlier this year. The court noted that while Chien had a history of theft, he received a reduced sentence because he confessed honestly, returned all the stolen goods, and came from a family with historical contributions to the Vietnamese revolution.
In court, Chien admitted to his crimes and explained his motivations. He said he had grown up in a wealthy household and was accustomed to an extravagant lifestyle, regularly indulging in high-end shopping. However, after his family encountered financial hardship in early 2024, he resorted to theft to maintain that lifestyle and sell items for quick cash.
The first theft occurred on January 21, 2024, when Chien walked into the Tiffany & Co. store on Dong Khoi Street in District 1. Dressed elegantly to match the store’s clientele, he was invited into a VIP room, where staff presented him with several pieces of fine jewelry. Pretending to be a serious buyer, Chien distracted the staff with questions and, at the right moment, quietly slipped three diamond-studded bracelets worth VND2.6 billion into his bag. He then excused himself, claiming he needed to take a phone call, and quickly exited the store.
Just days later, Chien returned to the same shopping center, this time targeting the Hermès store. Using a similar tactic, he asked to view luxury wallets and purses and continued requesting more items to keep the staff busy. While they were distracted, he discreetly placed three wallets, collectively valued at VND450 million, into his bag. Again, he used the excuse of needing to take a phone call to make a quick getaway.
The thefts were eventually reported to the police in District 1, who reviewed surveillance footage from both incidents. Investigators identified Chien as the suspect and arrested him shortly afterward. The stolen goods were recovered at the time of his arrest.
Despite the premeditated nature of his crimes, Chien’s cooperation with authorities and the return of all stolen items factored into the court's decision to reduce his sentence to 10 years.

Veteran Chinese astronaut to lead fresh crew to space station

China is set to launch the Shenzhou-20 space mission on Thursday at 5:17 p.m. local time (0917 GMT) from the Jiuquan Satellite Launch Center, according to the China Manned Space Agency.
The mission will be led by Chen Dong, a 46-year-old veteran astronaut and former fighter pilot, who became the first Chinese astronaut to spend over 200 days in orbit during a 2022 mission. Joining him will be Chen Zhongrui, a former air force pilot in his early 40s, and Wang Jie, a 35-year-old former space technology engineer — both making their first trip to space.
The three-man crew will take over from the current Tiangong station residents, who are scheduled to return to Earth on April 29 after completing handover procedures.
The Tiangong space station, which hosts rotating crews of three astronauts every six months, stands as the centerpiece of China’s growing space ambitions. China, the third country to independently send humans into orbit, has already achieved robotic landings on the Moon and Mars.
Under President Xi Jinping, the nation is pushing forward with its space program and plans to send a crewed mission to the Moon by 2030, including the construction of a lunar base.

South Korea prosecutors indict former president Moon Jae-in for corruption

South Korea’s political landscape was shaken again on Thursday as prosecutors indicted former President Moon Jae-in on corruption charges connected to his son-in-law’s employment at a domestic airline.
According to a statement from the Jeonju District Prosecutors’ Office, Moon is accused of receiving 217 million won (approximately US$150,000) in illicit benefits related to helping secure a high-ranking position for his son-in-law at the budget airline Thai Eastar Jet.
The indictment alleges that the former president’s son-in-law was appointed as managing director at the airline despite having no prior experience or qualifications in the aviation industry. Prosecutors argue that the job offer was extended in an attempt by the airline—controlled by a former lawmaker from Moon’s Democratic Party—to curry favor with the then-president.
Officials said financial compensation paid to Moon's son-in-law between 2018 and 2020 was not legitimate salary but constituted bribes to Moon. The son-in-law has since divorced Moon’s daughter.
The development comes at a politically turbulent time in South Korea, with nationwide elections scheduled for June 3. Former President Yoon Suk Yeol, who succeeded Moon, was recently removed from office following a brief and controversial martial law declaration in December. He now faces a potential life sentence or even the death penalty for insurrection charges, though South Korea has not carried out an execution since 1997.
If convicted, Moon would become the latest in a string of South Korean presidents embroiled in legal trouble. His predecessors Lee Myung-bak and Park Geun-hye were both convicted of corruption and served prison terms. Moon’s mentor and former President Roh Moo-hyun died by suicide in 2009 while under investigation for similar allegations involving his family.
Moon’s Democratic Party strongly denounced the indictment, calling it a politically motivated attack intended to disgrace a former leader. Party spokeswoman Park Kyung-mee accused prosecutors of abusing their authority and questioned the logic behind the charges.
“So the salary paid to the son-in-law was a bribe to the president? Is this the best logic they could come up with after dragging the case out for four long years?” Park said.

“At today’s meeting of the tariff response task force, I instructed ministers to do everything possible to assist businesses and families concerned about the economic consequences of the U.S. tariffs,” Ishiba stated.
He emphasized that sectors central to Japan’s economy, such as the automotive and steel industries, could face substantial challenges due to the tariffs. The government is also weighing additional strategies to stimulate domestic consumption if the automotive sector—a major pillar of the Japanese economy—suffers significant losses.
Ryosei Akazawa, the economy minister, indicated that the funding for this emergency package could be drawn from existing reserve funds, which would avoid the need for a supplementary national budget.
The move comes in response to U.S. President Donald Trump’s recent decision to impose a 25% tariff on imported cars and trucks, along with a broad 24% tariff on all Japanese goods—later reduced to 10% for a 90-day period.
Akazawa, who also leads Japan’s trade negotiations, is scheduled to travel to Washington next week for a second round of bilateral trade discussions with U.S. officials. Bank robbery suspect in Hanoi arrested after dramatic escape

Hanoi police have arrested the suspect involved in a robbery at a VietinBank branch in Chuong My District, Hanoi.
According to the Hanoi Police, in the early hours of April 23, officers from the municipal police department, in coordination with the Criminal Police Department under the Ministry of Public Security, successfully arrested the suspect in the robbery that occurred at the Phu My transaction office of VietinBank’s Thanh An branch in Phu Nghia commune, Chuong My District, on April 21.

Following more than 38 hours of investigation and pursuit, Vu Van Lich, a 40-year-old resident of Nam Hai commune, Nam Truc District, Nam Dinh Province, was apprehended by the Criminal Police Division, Forensic Department, and other specialist units under the Hanoi Police, working in collaboration with the Ministry of Public Security’s Criminal Police Department.
Prior to the arrest, around 1:30 p.m. on April 21, Lich entered the VietinBank transaction office, brandishing a knife and threatening staff members.
A female employee, fearing for her safety, quickly opened a drawer and placed all the cash it contained into Lich’s backpack.
After collecting the money, Vu Van Lich walked out of the bank, continuing to threaten people around him with the knife before fleeing on a motorbike in the direction of National Highway 6.
To evade authorities, Lich removed the license plate from his SYM Enzo motorbike and headed to a campsite area by the Red River, located in Linh Nam Ward, Hoang Mai District. There, he concealed the motorbike in a bush to avoid detection by police.
At the time of arrest, police seized an Oppo A95 smartphone, over 75.6 million VND (around 2,985 USD) in cash, and 176 million VND (approximately 6,950 USD) in a bank account.
During questioning, Lich confessed that he committed the robbery due to heavy losses from online “tai xiu” gambling. He was in debt to multiple individuals and decided to rob a bank to repay the money.
He prepared a 30cm-long cleaver-style knife, a one-liter plastic bottle filled with gasoline, and a pair of fabric gloves. At 1:30 p.m. on April 21, Lich arrived at the bank on his motorbike, threatened staff with the knife, poured gasoline on himself and the counter, and threatened to set it on fire. This intimidation led to the successful theft of 214 million VND (approximately 8,450 USD).
With the stolen money, Lich purchased an Oppo A95 smartphone, covered various personal expenses, and transferred a portion into a bank account. He admitted to using 20 million VND (about 790 USD) to continue gambling online.

Mercedes-Benz Vietnam (MBV) has officially responded to controversy surrounding a fire that destroyed a luxury sedan owned by singer Duy Manh, clarifying that the viral quote “the rat is criminally responsible” did not originate from the company.

MBV confirmed that the vehicle involved in the incident, referenced by the Hai Phong-born singer, is a Mercedes-Benz S 450 L bearing license plate number 51H-352.92. The car caught fire on the night of February 15, 2023, while parked in the basement of a residential building in Thu Duc City, Ho Chi Minh City.
According to the automaker, a thorough inspection was conducted immediately after the fire, involving MBV technicians, the local dealership, and independent experts, with the participation of the car owner and relevant parties. This evaluation, conducted publicly, concluded that the fire resulted from rodent intrusion and not from any technical fault with the vehicle.
MBV denied making or authorizing the controversial statement that “the rat is criminally responsible,” which was quoted by Duy Manh in a Facebook post that stirred heated debate. The automaker emphasized it did not issue such a comment nor authorize any party to represent the brand in that manner.
MBV added that the vehicle’s insurance provider also shared the same assessment of the cause of the fire as MBV. As a result, the insurer has agreed to proceed with compensation in accordance with standard insurance claim procedures. To date, the case is being handled by authorities in accordance with legal procedures.
Official investigation finds electrical fault
The incident first came to public attention on April 22, when singer Duy Manh shared the full chronology of the fire on his verified Facebook page. He purchased the luxury Mercedes-Benz S 450 L for over 5 billion VND (approximately $210,000) in 2020. The vehicle suddenly caught fire while parked, with building security unable to open the doors or hood to extinguish the flames. Firefighters and local police eventually managed to bring the blaze under control and moved the vehicle to a secured impound for investigation.
Upon unsealing the vehicle in the presence of insurance representatives and the manufacturer, the engine compartment was found to be completely charred. Police collected samples for examination and kept the vehicle for nearly a month.
According to Duy Manh, two months later, Thu Duc Police issued an official conclusion that the fire was caused by an electrical short circuit: specifically, an arc fault ignited the wiring insulation, which spread to surrounding flammable materials.
However, MBV maintained that evidence of rodent droppings, leaves, and debris in the engine compartment pointed to rodent activity damaging the wires, which they believe ultimately triggered the fire.
Singer files lawsuit demanding over $80,000 in damages
Unconvinced by the automaker’s stance, Duy Manh filed a lawsuit against Mercedes-Benz Vietnam with the People’s Court of Go Vap District, Ho Chi Minh City. The court is scheduled to hear the civil dispute on April 25.
In his filing, Duy Manh demands over 2 billion VND (around $82,000) in compensation, in addition to the 2.9 billion VND ($118,000) already paid by the insurer. He argues that the compensation should allow him to replace the vehicle in full.
“I believe in the police’s conclusion. My car was regularly driven and never left idle for more than two days. The engine bay was always hot, making it highly unlikely for rodents to survive there, let alone leave fresh droppings,” Duy Manh stated.
He emphasized that the car had no system warnings prior to the incident and was completely shut off when the fire broke out. Modern vehicles like the S 450 L, he said, should alert drivers of any overheating or irregularities.
He further criticized the automaker for using traces found after the fire - when the car had been sitting outdoors for over a month - as justification to deny responsibility.
“I didn’t want to escalate things, hoping for a peaceful resolution. But given their irresponsible behavior, I had no choice but to turn to the courts,” he said.
MBV reiterates no fault with the vehicle design
Mercedes-Benz Vietnam clarified that its internal investigation found no technical fault in the vehicle that could have caused the fire. They argue that rodent-related wire damage is a known external risk and is not indicative of product defect.
However, the police forensic report attributes the cause of the fire to an electrical fault, not rodent damage.

The Mercedes-Benz S 450 L Luxury is a full-size luxury sedan, part of the automaker’s flagship S-Class series. The “L” designates a long-wheelbase version, offering expanded rear seat space, often favored by clients with chauffeurs.

International students across the U.S. are gripped by fear as President Donald Trump's sweeping visa crackdown triggers detentions, deportations and panic on college campuses.
The U.S. government has ramped up visa revocations under a national security directive aimed at students accused of engaging in activities deemed contrary to American interests.
Secretary of State Marco Rubio said the initiative targets those undermining U.S. national security, but critics argue the campaign lacks transparency and is sweeping in scope.
Over 1,500 international students have reportedly had their visas revoked or their legal status canceled since last month, according to data cited by Inside Higher Ed. Immigration and Customs Enforcement (ICE) has made dozens of arrests, many on university grounds, sometimes recorded on video, showing plainclothes officers detaining students without prior notice.
Universities often remain unaware of the changes in their students' legal status until reviewing federal immigration databases. The unpredictability and lack of due process have left students, faculty and civil rights advocates alarmed.
Dubious arrests
While some visa revocations involve students with criminal records or minor infractions, others appear linked to political expression. Several international students say they were targeted for participating in pro-Palestinian protests, raising concerns about violations of First Amendment rights.
At Georgetown University, researcher Badar Khan Suri was arrested in March and accused of spreading anti-Semitic content online and having links to a "terror suspect": a label linked to his father-in-law, a former advisor to a Hamas leader. Suri's lawyer told the BBC the two had only met a few times.
In New York, Columbia University student Mahmoud Khalil was arrested by ICE after taking part in a pro-Palestinian demonstration. Although he holds permanent residency, ICE not only revoked his student visa but is now pursuing the revocation of his green card. He is currently detained in a Louisiana immigration facility awaiting deportation proceedings.
Another student, Rumeysa Ozturk of Tufts University, is also being held in Louisiana. The 30-year-old Turkish national co-authored a published commentary on Gaza.
Growing fear on campuses
At the University of Texas, rumors of ICE inspections have spread panic. One graduate student, who holds a green card and has no protest involvement, told the BBC: "I'm scared to be out. I’m scared to come to school. I'm scared to go grocery shopping." His fear stems from having once written articles critical of the U.S. president.
Tufts University researcher Anteri Mejr said the climate of fear is so strong that many international students who left for academic conferences or family visits are now afraid to return. "There are students working remotely because they're afraid they can't get back in the country," she said.
Civil rights organizations have condemned the campaign, calling it a breach of constitutional rights. Some students have denied any connections to Hamas and are now suing the administration.
Lawyer Ramis Wadwood, representing four students at the University of Michigan, said none of his clients were given clear reasons for their visa revocations. "We don't know, and that's the scary part," he told Fast Company.

A 28-year-old mainland Chinese student is facing jail after faking an Ivy League degree to gain admission to the University of Hong Kong (HKU), one of Asia's top universities.
Li Sixuan pleaded guilty to "obtaining services by deception" and "possessing a false instrument," according to acting principal magistrate Cheang Kei-hong, the South China Morning Post reported.
Court documents revealed that Li falsely claimed to hold a Bachelor of Arts in Linguistics from Columbia University in the U.S. to apply for a Master of Arts in Applied Linguistics at HKU. Her application was accepted in 2022, The Standard reported.
However, a university-led investigation in 2024 uncovered that Li had never graduated from Columbia, one of eight Ivy League schools which was ranked 34th in the QS World University Rankings 2025 of top global universities.
When she refused to attend a mandatory interview with administrators at HKU, ranked 17th globally by QS, the university alerted authorities.
Li was intercepted by immigration officers as she attempted to leave Hong Kong. She then admitted she had actually graduated from Wuhan College under Zhongnan University of Economics and Law.
Li told investigators she had paid CN¥380,000 (US$52,000) to an individual who allegedly arranged an "online course" through Columbia, which she attended only briefly. Authorities later found a forged HKU certificate in her possession bearing the word "distinction," despite her academic records showing she only earned a "pass."
Li has been released on bail and is due to be sentenced on May 8.

U.S. Secretary of Homeland Security Kristi Noem reported her purse, containing US$3,000 in cash and important documents, was stolen from a restaurant in Washington.
The theft occurred on April 20, though Noem only disclosed the incident to reporters the next day at the White House Easter Egg Roll. Along with the cash, she lost her passport, driver's license, and apartment keys.
When asked why Noem had so much cash on hand, Department of Homeland Security spokesperson Tricia McLaughlin said: "Her entire family was in town including her children and grandchildren — she was using the withdrawal to treat her family to dinner, activities, and Easter gifts," NBC News reported.
As head of the Department of Homeland Security, Noem is protected by Secret Service agents. NBC News cited a witness who noted, "At least two plainclothes Secret Service agents" were present at the restaurant's bar when the incident happened.
It remains unclear whether the theft was a targeted act or a random crime.
According to CNN, the Secret Service reviewed footage from Capital Burger's security cameras and observed a man wearing a medical mask stealing her purse before fleeing the scene.
Noem declined to comment on the matter, citing the ongoing investigation.
Noem is known for her staunch support of President Donald Trump's strict immigration policies.
In March, she visited El Salvador, where she toured a prison housing hundreds of Venezuelans recently deported from the U.S. The visit drew social media attention as she chose to wear a gold Rolex to visit one of the world's most notorious prisons.

The letters and numbers appear to have been added to the picture. Other pictures of Abrego Garcia's hand only show what looks like a marijuana leaf, a smiley face with x's for eyes, a cross and a skull.
The printout appeared in a picture posted on X by President Donald Trump on April 18, 2025 accompanied by a text that read:
This is the hand of the man that the Democrats feel should be brought back to the United States, because he is such "a fine and innocent person." They said he is not a member of MS-13, even though he's got MS-13 tattooed onto his knuckles, and two Highly Respected Courts found that he was a member of MS-13, beat up his wife, etc. I was elected to take bad people out of the United States, among other things. Vietnam in shock: Police lieutenant slain as drug ring fires AK-47s during bust

A police officer was killed in the line of duty during a major drug bust in northern Vietnam, as authorities uncovered a large-scale heroin trafficking operation involving armed suspects who violently resisted arrest.
Lieutenant Nguyen Dang Khai, a 35-year-old officer with the Drug Crime Investigation Division of the Quang Ninh Provincial Police Department, died on the night of April 17 while pursuing suspects in a criminal ring smuggling large quantities of heroin into the region.
According to the Quang Ninh Police, the operation stemmed from an investigation into a major drug trafficking network led by 58-year-old Nguyen Huu Dang, a resident of Hung Thang Ward in Ha Long City.
Police had gathered enough intelligence to launch a coordinated raid, identifying Dang as the ringleader of a group involved in transporting and selling illegal drugs.
At approximately 8:20 p.m. on April 17, undercover units apprehended Dang near the Dragon Castle apartment complex in Ha Long City as he attempted to conduct a transaction involving 16 bricks of heroin.
Following his arrest, additional police units moved quickly to round up other individuals connected to the ring, including Bui Dinh Khanh, 31, of Gieng Day Ward, Ha Long City, and a group of men from Phu Tho Province believed to be involved in drug distribution.

During the pursuit near the Dai Yen toll station, police intercepted a vehicle carrying suspect Ha Thuong Hai, 31, of Tan Son District in Phu Tho. However, as officers moved in to detain him, the remaining suspects on board opened fire with AK-47 rifles in an attempt to free their associate.
Lieutenant Khai was shot in the exchange of gunfire. Despite being rushed to Bai Chay Hospital by his fellow officers, he succumbed to his injuries.
In the wake of the officer’s death, Deputy Minister of Public Security Lieutenant General Nguyen Van Long, along with senior officials from the Ministry of Public Security’s Criminal Investigation and Drug Crime Investigation departments, traveled to Quang Ninh overnight to oversee the manhunt and ensure support for the officer’s family.
Local officials, including Quang Ninh Party Secretary Vu Dai Thang and leaders from the provincial People’s Committee and military command, convened an emergency meeting to coordinate efforts to apprehend the remaining suspects and enforce relevant policies for officers killed or wounded in the line of duty.
Initial questioning of suspects Dang and Hai confirmed their involvement in drug trafficking. Authorities seized 16 bricks of heroin, two military-grade firearms, one grenade, three cars, and various other pieces of evidence.
By 4:30 a.m. on April 18, police had arrested two additional suspects - Ha Quang Son and Hoang Van Dong - while they were attempting to flee. Both men, aged 31, are from Thu Cuc Commune, Tan Son District, Phu Tho Province.
The primary suspect still at large is Bui Dinh Khanh, who managed to evade capture during the raid. On April 18, Quang Ninh police issued a special nationwide arrest warrant for Khanh, urging anyone with knowledge of his whereabouts to immediately contact law enforcement authorities, including the provincial Drug Crime Investigation Division via phone at 0692.808.195.
According to the investigation, Khanh was last seen at around 12:30 a.m. on April 18, hitching a ride on a container truck near the Phu Thai gas station in Kim Thanh District, Hai Duong Province, along the QL5B highway. Police are calling on the unidentified truck driver to report to local authorities to provide information.
Separately, residents in Dai Yen Ward, Ha Long, played a key role in alerting police during the manhunt. Dinh Van V., 63, recounted how a white pickup truck sped up to the gate of his home at around 9 p.m. on April 17. A man in a red shirt exited the vehicle and fled toward National Highway 18.
Finding the situation suspicious, Mr. V. and neighbors quickly contacted local police. Upon arrival, officers discovered the vehicle had been abandoned with firearms and a grenade still inside. The area was promptly secured.
“I thought it was someone trying to avoid a sobriety checkpoint, but when they found a grenade and guns in the truck, I was shocked,” Mr. V. told VietNamNet.
Further investigation revealed that Khanh had been hiding in plain sight in Ha Long. Neighbors described him as quiet and polite. He reportedly lived with his mother in Gieng Day Ward and was known to have worked at a restaurant in Bai Chay Ward. After Typhoon No. 3 struck northern Vietnam in 2024, Khanh appeared to stop working and claimed to be freelancing.
Locals expressed disbelief upon learning of his involvement in a drug ring.
“He used to work at a restaurant with my son. I never imagined he’d get involved in drugs, let alone something this serious,” a neighbor said.
Roughly one month before the incident, Khanh purchased a white five-seat car that he rarely used. Authorities later found it parked in a small alley near his residence.
Community leaders and members of the local neighborhood committee confirmed that Khanh had previously been associated with a group known for mischief but had recently rebranded himself as a respectful and reserved individual.
“He seemed to be settling down, often seen at home, sometimes going out in the evening. Nothing suspicious,” one local official said.
The investigation continues as authorities intensify the search for Khanh. The Quang Ninh Police Department is urging the public to remain vigilant and report any relevant information to officers in charge of the case, including Senior Officer Nguyen Trong Hung (0902.234.668) and Officer Nguyen Huu Quang (0978.145.863).
Lieutenant Khai’s death marks a profound loss for the Quang Ninh police force. He is remembered by colleagues as a brave, dedicated officer who made the ultimate sacrifice in the fight to protect his community.
His story stands as a solemn reminder of the ongoing risks law enforcement officers face in the battle against drug crime in Vietnam - a fight that, while long and dangerous, continues because of individuals like Nguyen Dang Khai.

The White House has relaunched its official Covid-19 website with a bold shift in tone: spotlighting the controversial theory that the virus leaked from a Chinese laboratory.
The updated Covid.gov site features a full-width image of President Donald Trump and frames the lab-leak hypothesis as the pandemic’s "true origins."
Previously, the site focused on promoting vaccines, testing, and public health resources. The relaunch marks a sharp pivot in tone and political messaging.
The website includes five bullet points supporting the lab-leak theory, including claims that the Wuhan Institute of Virology, located near the site of the first known Covid-19 outbreak, conducted SARS research under inadequate biosafety conditions.
It also targets Dr. Anthony Fauci, former President Joe Biden’s former chief medical advisor, accusing him of promoting the narrative that the virus emerged naturally via animal transmission.
The site further criticizes early pandemic measures such as mask mandates and social distancing guidelines implemented in 2020.
Stance shifts as China pushes back
Once dismissed as a fringe idea, the lab-leak theory has gained traction in recent years.
The FBI and the Department of Energy have both expressed support for the theory, though with varying levels of confidence. Earlier this year, the CIA stated that a lab leak was "more likely" than animal transmission.
China has rejected the theory as "extremely unlikely," urging the U.S. to stop politicizing the search for Covid-19’s origins. The relaunch of the website coincides with rising U.S.-China tensions, including new tariffs and port fees targeting Chinese-linked goods and vessels.
Public health experts have expressed concern about the political direction of the site.
"I welcome efforts to uncover the truth," said Jamie Metzl, a senior fellow at the Atlantic Council. "But it would be a terrible shame if such efforts distracted from the essential work of preventing further infections and treating people with Covid-19 and long Covid."
Alleged censorship as health agencies face cuts
A section of the site titled "Covid-19 misinformation" accuses former health officials of suppressing alternative treatments and collaborating with social media platforms to silence dissenting views, a claim frequently echoed by U.S. conservatives. The Biden administration has denied any involvement in censorship.
The revamp follows significant job cuts at federal health agencies. Health Secretary Robert F. Kennedy Jr., who has drawn criticism for questioning vaccine safety, said up to 10,000 positions would be eliminated as part of a restructuring focused on chronic disease prevention.
Covid-19 has claimed more than one million lives in the United States, with millions more affected globally.

Hanoi woman wins $420,000 scholarship for AI PhD at Carnegie Mellon, world's second best university for data science

A Hanoi woman has secured a full scholarship worth nearly US$420,000 for five years to do her PhD at Carnegie Mellon University in the U.S. in AI.
Nguyen Vu Thien Trang has been in the residency program at Vingroup's VinAI Artificial Intelligence Application and Research JSC for three years now since graduating from university.
Now, at 24, she will begin her studies in the U.S. in August 2025 and work on her ambition to develop AI technologies that are both user-friendly and capable of safeguarding user privacy and security.

Her GPA of 3.89/4, placing her in the top 8% at the Hanoi University of Science and Technology, and numerous international papers qualified her for the full scholarship.
Since early February Trang had been receiving acceptance letters and scholarships for PhD programs in the U.S. and Switzerland, and finally chose the School of Computer Science at CMU.
According to U.S. News, CMU ranks alongside Massachusetts Institute of Technology and Stanford as the top schools in this field in the U.S.
The QS World University Rankings by Subject 2025 put it second after MIT in data science and artificial intelligence training.
"I'm thrilled that my dream has come true, and also a bit nervous because the journey ahead will be full of exciting challenges," Trang says.
Her journey into AI began with a spontaneous decision in her final year of high school.
Despite majoring in English at her high school for the gifted, she chose the Data Science and Artificial Intelligence program at Hanoi University of Science and Technology (HUST) just two weeks before finalizing her university preferences.
She says: "I don't usually plan too far ahead; I tend to seize opportunities as they come. Getting into the program felt like fate to me."
Though her focus had been on English, she had a solid foundation in natural sciences, which made preparing for the entrance exams manageable, she recalls.
Her strong English skills have been a great asset in her studies and research, and she points to the importance of reading and writing proficiency since most AI research papers are written in English.
In her second year of university, Trang joined a research group at the Data Science Lab at HUST.
Her first project — and a personal milestone — involved using a variation of the dropout technique to enhance continual learning models.
After it was completed by the end of 2022, the paper was published in the prestigious Machine Learning journal, with Trang as a co-first author.
"This paper marked my first step into research and taught me many valuable skills," she reflects.
Ngo Van Linh, a lecturer at the School of Information and Communications Technology at HUST, praises Trang for her determination, sharpness and excellent work ethic.
"She made major contributions, from developing the theoretical framework and algorithms to running experiments and writing the paper.
"Later on Trang demonstrated independence and creativity, expanding her research in new directions."
To avoid burnout from juggling studies and research, Trang shifted from working on inspiration alone to having a clear, structured plan.
Besides attending classes and three fixed lab sessions a week, she dedicated evenings to homework and research.
Thanks to this, she graduated in 2023 with distinction.
After graduation she fully immersed herself into research through VinAI’s AI residency program.
The more she worked, the more her passion grew, leading to her decision to pursue a PhD abroad.
Alongside her IELTS score and personal essays, Trang focused on building research experience.
She delved into mixture of experts, a technique that reduces AI model computation costs, and backdoor attacks, which involve subtly poisoning the training data of an AI model, causing it to behave maliciously through specific triggers.
In 2024 alone, she co-authored five papers published at top-tier AI conferences such as NeurIPS, ICLR and AAAI.
Trang believes every part of her application was important, but academic performance and research publications required the longest preparation.
"These are things I was determined to excel in, whether or not I studied abroad."
Ho Pham Minh Nhat, an assistant professor in data science, statistics and machine learning at the University of Texas in Austin, the U.S., who mentored Trang in her research, speaks highly of her proactive, hardworking and creative nature.
"Trang's recent papers have been well received by the AI research community."
Trang say she hopes to further develop her research skills and become an AI expert over the next five years in the U.S.

Instead, the George Bush High School student decided to attend the Massachusetts Institute of Technology (MIT), drawn by a full scholarship worth $2.8 million, ABC 123 reported.
MIT is currently ranked the best university in the world according to QS World University Rankings 2025.
After careful consideration of financial factors, Thinh plans to pursue studies in Computer Science and Engineering at MIT.
"I want to attribute my success not only to myself but to other people around me," he said.
His parents, Thuan Pham and Thu Tran, expressed immense pride in their son's achievement.
Teachers at George Bush High School noted Thinh's standout curiosity as a defining trait.
"He comes by the ideas easily, but he always asks more questions, asks more questions, asks more questions," teacher Rebecca Darling said, KHOU 11 reported.
"MIT has a very quirky community that I love," Thinh said, explaining his decision. "It's full of problem solvers, collaborators, and people eager to work together to tackle tomorrow's challenges."
