Pushed out of Cambodia, Asia's scam gangs are moving into Hanoi's luxury villas

The Hanoi Department of Public Security has issued a stark warning regarding a shifting landscape in regional organized crime, noting that sophisticated fraud rings are migrating into Vietnam. Historically centered in "scam hubs" across Cambodia, Myanmar, and the Philippines, these criminal organizations are now setting up shop in Vietnam’s capital. By utilizing the anonymity of luxury apartments and high-end gated villa compounds, these groups are attempting to evade the intensified crackdowns that have disrupted the illicit "scam-compound economy" along the Mekong over the past year.

Between mid-December 2025 and March 2026, Hanoi police identified a significant spike in activity, documenting three major cases involving 58 foreign nationals. The operational model is remarkably consistent: overseas ringleaders collaborate with local accomplices to rent upscale real estate, where a foreign "on-site manager" oversees a workforce brought in on tourist visas. These cells are intentionally small and mobile, rotating through different high-end developments to avoid drawing attention from law enforcement while using sham international securities firms as a front.

A notable tactic employed by these groups is the deliberate avoidance of Vietnamese victims. By targeting individuals in South Korea, Japan, and other Asian nations, the syndicates hope to operate outside of Vietnam’s primary criminal jurisdiction and minimize local heat. For instance, a January raid on two villas in the Splendora development revealed a ring of South Korean and Chinese nationals running a phone-scam operation specifically targeting South Korean citizens. One suspect admitted that the gated security and foreign-heavy demographic of the neighborhood were chosen specifically to shield them from surveillance by both Vietnamese and Korean authorities.

The financial scale of these operations is substantial. In one case spanning from late 2025 into early 2026, a syndicate of Chinese and Japanese nationals operating out of Hanoi successfully extorted roughly VND11 billion ($418,000) from victims in Japan by impersonating high-ranking legal officials. This trend is also bleeding into neighboring provinces; in Bac Ninh, authorities recently apprehended Chinese nationals who utilized WeChat to lure victims into fraudulent cryptocurrency and high-value electronics transactions, often using "dine-and-dash" decoys to escape with the loot.

Vietnamese authorities are now working closely with international partners, including the Chinese Embassy, to verify the backgrounds of those detained and trace the money trails back to overseas command structures. The shift into Vietnam is viewed by experts as a direct consequence of the "displacement pattern" seen in 2023 and 2024, where aggressive policing in northern Myanmar and Cambodia forced gangs to seek new, less-regulated territories. As Hanoi police continue their investigation, they anticipate further arrests and a heightened focus on the real estate sectors that inadvertently provide cover for these regional fraud networks.
