Chính phủ đóng cửa lần này đã dài thứ hai trong lịch sử Mỹ. Ngoài 800.000 nhân viên nhà nước bị ảnh hưởng trực tiếp vì không có việc làm hoặc không được trả lương, mà hàng chục triệu người khác cũng có nguy cơ bị tác động.





Cuối tháng 12 năm ngoái, chính phủ Mỹ đã đóng cửa một phần sau khi Tổng thống Donald Trump và phe Dân chủ không thể tìm được tiếng nói chung trong việc cấp ngân sách xây bức tường biên giới. Trong khi ông Trump muốn 5,7 tỷ USD để xây dựng công trình ngăn dòng người nhập cư tràn qua biên giới Mỹ-Mexico, thì đảng Dân chủ cho rằng đây là dự án tốn kém và không hiệu quả.

Sau gần 3 tuần đàm phán căng thẳng, lần đóng cửa chính phủ này đã trở thành lần đóng cửa dài thứ 2 trong lịch sử Mỹ. Dường như chưa bên nào có dấu hiệu sẵn sàng nhượng bộ dù cuộc sống của hàng chục triệu người Mỹ đã, đang và sẽ có thể bị ảnh hưởng nghiêm trọng.

Những người bị ảnh hưởng trực tiếp đầu tiên là các nhân viên chính phủ và công chức Mỹ. Có khoảng 800.000 người có thể bị tác động bởi sự việc lần này, theo New York Times. Tanisha Keller, 42 tuổi, một người mẹ đơn thân ở Maryland làm việc cho cục điều tra dân số liên bang, là một trong những ví dụ điển hình khi cuộc sống của bà chỉ xoay quanh hóa đơn cũng như tiền học của con cái. Việc không thể nhận lương do chính phủ đóng cửa có nghĩa là hóa đơn chất đống của bà không có ai trả. Và nếu như đến tháng 2 bà vẫn chưa có tiền về tài khoản, điều đó đồng nghĩa với việc bà không thể trả tiền thuê nhà và sẽ phải ra đường.

Nhiều nhân viên chính phủ khác đã phải tìm công việc khác để hỗ trợ cho sinh kế của gia đình khi họ vẫn đang không biết chừng nào chính phủ mở cửa trở lại. Nhiều người phải đi làm tài xế Uber, đi làm thuê để có thể trả các hóa đơn.

Ngoài ra, tình trạng nhân viên nghỉ việc cũng tác động tới hoạt động thường ngày. Các công viên quốc gia ngập trong rác thải do không có nhân viên tới dọn dẹp. Bộ phận giám sát an ninh liên bang ở sân bay cũng gặp phải tình trạng tương tự khi số người báo ốm tăng kỷ lục, làm dấy lên mối lo ngại về an ninh hàng không. Những người này phải xin nghỉ để tìm việc khác trong lúc họ chưa có lương.

Ngoài nỗi lo về đồng lương của các nhân viên chính phủ, lần đóng cửa này có thể ảnh hưởng nghiêm trọng tới 38 triệu dân Mỹ thuộc Chương trình Hỗ trợ Dinh dưỡng Bổ sung (SNAP). Họ là những người nghèo và có thể bị cắt đi nguồn trợ cấp trong tháng tới nếu chính phủ tiếp tục đóng cửa.
