It emphasized the significance of Khamtay Siphandone’s contributions to Laos and to the friendship between the two nations. During the mourning period, all government offices and public institutions across the country, as well as Vietnam’s representative bodies abroad, are required to fly the national flag at half-mast with mourning bands as prescribed. At the same time, all public entertainment and celebratory events will be suspended. Khamtay Siphandone was born on February 8, 1924, and passed away at 10:30 a.m. on April 2, 2025. Chắc em cũng biết, hai tuần trong đời một con người không đáng là bao, nhưng em cứ tin rằng hai tuần ở đây mang lại cho anh nhiều cảm xúc hơn hai mươi năm ở bất cứ nơi nào trên thế giới. Thế giới của chúng ta rộng lớn và kỳ lạ, và Hà Nội có cả hai đặc tính đó, đã vậy còn kỳ lạ và rộng lớn một cách vẻ vang. Đấy là một thành phố không lớn lắm em ạ, nhưng rõ ràng ai sống ở đấy cũng tự hào. Sự tự hào này có nhiều cách diễn đạt, ví dụ như có rất nhiều món ăn kiêu hãnh mang tên Phở Hà Nội, ô mai Hà Nội, bánh Trung Thu Hà Nội… Nhưng chủ yếu người đi đường thích nói mình là người Hà Nội. Có lẽ đấy là thành phố duy nhất có người trí thức, người nông dân, người nhập cư, người vãng lai và người Hà Nội. Thành phố này có một khi hậu tuyệt vời, không nóng và không lạnh, không quá nắng và cũng không quá mưa. Và có sự âm thầm rất khó tả. Nếu nửa đêm, em có dịp đi bộ trên vỉa hè, nghe rõ từng tiếng bước chân mình và nghe lá cây trên đầu xào xạc, mùi hoa sữa (rất giống sữa tươi!) bay bay, cam đoan em sẽ có một cảm giác lâng lâng đến nghẹn ngào. Kiến trúc ở đây có cổ kính, có hiện đại, có nửa cổ kính, nửa hiện đại, thậm chí có cả sự pha trộn cực kỳ phong phú ví dụ như cái cột thì cổ kính còn cái mái thì hiện đại. Điều ấy rõ nhất ở những vùng mới xây dựng ven đê. Đến nỗi anh vô cùng hối tiếc khi ngày xưa mình đã mất tiền đến Hy lạp và đến La mã để xem các công trình. Chỉ cần đến Quảng Bá là thấy tất cả. Anh hay lang thang một cách hào hứng trên những con phố cổ ở trung tâm. Lang thang bằng đôi chân của mình vì đấy khéo là cách tốt nhất để nhẩy, để chạy, để nhón gót hoặc để luồn lách qua đủ các thứ xe cộ, quang gánh, hàng quán la liệt, phong phú, rực rỡ, lộn xộn, lơ lửng ở tứ phía. Em sẽ không khi nào tưởng tượng nổi người ta có thể chất nhiều thứ đến thế và trưng bày nhiều thứ đến thế trên một vỉa hè nhỏ hẹp đến thế. Nếu anh là chủ một con tàu vượt đại dương, anh thề sẽ mời một người dân Hàng Ngang hay Hàng Đào làm thuyền trưởng vì ông ta có thể xếp một triệu khách lên một con tàu có sức chở một trăm người. Tuy đi lại vất vả như thế, anh không khi nào thấy mệt em yêu ạ, vì chỉ cần di chuyển vài mét là anh có thể ngồi xuống, nghỉ ngơi ở một quán nước trà trên vỉa hè. Ai cũng tưởng trà đạo của Nhật là vô địch. Họ nhầm. Trà chén ở Hà Nội đúng mới là một tôn giáo thực sự. Từ thanh niên đến ông già, từ ông xích lô đến ngài tiến sĩ đều có thể cầm cái chén bé xíu trong tay, ngồi cả ngày và uống kiên nhẫn từng giọt trà một (bởi nếu không uống từng giọt thì chả có cách nào ngồi lâu tới vậy!). Khi ngồi xuống đấy, qua các câu chuyện khách khứa trao đổi với nhau, anh cũng biết được toàn bộ tình hình Trung Đông, giá vàng, giá đô la, ai sắp làm tổng thống Mỹ và ai sắp trở thành hoa hậu. Rõ ràng đấy không phải là một quán nước thông thường, mà là những trạm phát thanh, do những người thành thạo, có tâm huyết đảm nhiệm một cách tình nguyện. Thậm chí, anh còn tin rằng, nếu em phản bội anh, đi với kẻ khác tại Paris, thì chỉ cần ngồi ở một quán nước vỉa hè anh cũng biết, vì chỗ này có đủ mọi tin tức trên đời, đã thế còn lan truyền cực nhanh. Nếu không đi bộ thì anh đi xe. Thành phố này người ta dùng xe máy để đi và xe hơi để khoe, vì đi xe hơi có thể chậm hơn đi xe máy rất nhiều nhưng nhiều người vẫn mua với mục đích ra “oai”. Anh không nhớ “oai” dịch ra tiếng Anh như thế nào nhưng ở tiếng Việt, từ ấy rất quan trọng. Tuy “oai” không phải thức ăn, không phải nước uống, càng không phải quần áo nhưng nhiều người thà không ăn, thà không uống, thà không mặc quần áo chứ cương quyết không “oai”. Họ có khả năng dành dụm, tích cóp, phung phí bất tận cho “oai” chứ không cho bất cứ gì khác. Đi xe máy ở Hà Nội, theo anh, quan trọng nhất không phải cần biết luật giao thông, mà chỉ cần biết bấm còi và không giật mình khi nghe đứa khác bấm còi. Ngày đêm, tiếng còi xe vang vang trên từng góc phố, từng hàng cây, từng con đường, trở thành một bản nhạc hùng vĩ, bất tận. Anh có cảm giác bây giờ mà hạ cánh xuống Paris không nghe tiếng còi nữa, anh sẽ nghĩ đấy là một thành phố ma. Cũng như tất cả các thành phố hiện đại khác, ở Hà Nội có kẹt xe, và cũng như tất cả người dân khác, khi kẹt xe người ta phải nhăn nhó. Nhưng với tính sáng tạo bẩm sinh và khả năng nhanh nhẹn cao độ, dân Hà Nội lúc kẹt xe không ngồi im đọc sách hoặc cầu nguyện. Họ phi lên vỉa hè, phi vào các ngỏ nhỏ và nếu có thể "phi" lên cả ngọn cây. Ai cũng phi và ai cũng tìm cách lách nhanh hơn người khác cho nên sự kẹt xe thường được tự giải quyết rất gọn gàng. Anh đặc biệt thích những lúc trời mưa, khi mà ngồi trên xe máy nước ngập ngang đùi, thỉnh thoảng có cảm giác một chú cá chạm vào chân, chưa khi nào ở trong thành phố mà anh gần thiên nhiên đến thế. Đã xuất hiện những tin đồn khi phố thành sông, có nhiều người đi làm về chỉ cần rũ ống quần là có nửa ký cá rơi ra, không cần mua ở chợ. Những người may mắn còn vớ được cả lươn. Còn ếch nhái thì nhiều vô kể. Nhưng ếch nhái thì tính làm gì? Kỷ niệm sâu sắc nhất khi ở đây có thể xảy ra rất hồn nhiên, rất bất thình lình và rất đời thường lúc ta đến các tiệm ăn. Hà Nội có rất nhiều tiệm ăn, và có nhiều món ngon khủng khiếp, được chế biến cầu kỳ, truyền từ đời nọ sang đời kia. Nếu như ở châu Âu, tới tiệm ăn phải đặt chỗ trước thì ở Hà Nội chỉ cần phải chuẩn bị tinh thần. Ở các tiệm ăn này, tiền bạc không là gì cả, chỗ ngồi không là gì cả, khách khứa cũng không là gì cả mà bà bán hàng là tất cả. Bà ấy có thể tươi cười (điều này khá hiếm) bà ấy có thể hầm hầm và mắng mỏ xa xả (điều này khá thường xuyên).. Khách ăn không hề tự ái, và cũng không được tự ái bởi không ăn thì “biến” để đứa khác ăn. Nhân tiện nói thêm "biến" là một từ rất phổ biến ở đây. Nó tinh tế đến mức để thưởng thức nó, khách hàng sẵn sàng hy sinh tiền bạc, thời gian, sức lực và đôi lúc cả danh dự của mình. Những món ăn này đã vượt lên trên những giá trị thông thường, trở thành thiêng liêng đến mức mọi thứ khác đứng cạnh đều trở nên tầm thường. Nếu ở Paris, sau khi dùng bữa, hai đứa mình gọi hai cốc cà phê thì ở Hà Nội, hai đứa có thể ra “trà chanh chém gió”. Điều phi thường là thứ nước ấy chả có trà cũng chả có chanh. Nó có gì thì quỷ sứ cũng không biết nhưng ai uống cũng vung tay chém vào không khí trên vỉa hè khiến muỗi bay tán loạn. Ở các quán trà chanh này nếu anh có bảo mình là Tổng thống Pháp chắc cũng có người tin và nếu không tin cũng chả ai cười, vì ở đây mọi người đều có chức vụ cao hoặc quen với ai đó chức vụ cao. Nói tóm lại, sau một ngày đi bộ, đi xe, ăn uống và chém gió, anh đã cảm thấy nhịp sống trẻ trung, say sưa, đầy sôi động của Hà Nội. Và anh nghĩ mình rất khó xa nơi đây, mình yêu nó từ lúc nào như yêu một cô gái dễ thương, vừa đỏng đảnh, vừa ngây thơ vừa phá phách, vừa nhí nhảnh vừa cau có, quyến rũ vô cùng. Anh hy vọng em bỏ hết mọi thứ, bay sang đây với anh, và hai đứa sẽ nắm tay nhau đi dưới hàng cây, để hoa sấu (tên một loại hoa sinh ra quả vừa ngọt vừa chua) rơi lên tóc. A man who posed as a wealthy shopper to steal luxury jewelry and fashion items valued at nearly VND3 billion (approximately US$38,420) from two high-end stores in downtown Ho Chi Minh City has been sentenced to 10 years behind bars. The Ho Chi Minh City People's Court on Thursday found Phan Van Chien, 33, guilty of theft after a string of calculated shoplifting incidents earlier this year. The court noted that while Chien had a history of theft, he received a reduced sentence because he confessed honestly, returned all the stolen goods, and came from a family with historical contributions to the Vietnamese revolution. In court, Chien admitted to his crimes and explained his motivations. He said he had grown up in a wealthy household and was accustomed to an extravagant lifestyle, regularly indulging in high-end shopping. However, after his family encountered financial hardship in early 2024, he resorted to theft to maintain that lifestyle and sell items for quick cash. The first theft occurred on January 21, 2024, when Chien walked into the Tiffany & Co. store on Dong Khoi Street in District 1. Dressed elegantly to match the store’s clientele, he was invited into a VIP room, where staff presented him with several pieces of fine jewelry. Pretending to be a serious buyer, Chien distracted the staff with questions and, at the right moment, quietly slipped three diamond-studded bracelets worth VND2.6 billion into his bag. He then excused himself, claiming he needed to take a phone call, and quickly exited the store. Just days later, Chien returned to the same shopping center, this time targeting the Hermès store. Using a similar tactic, he asked to view luxury wallets and purses and continued requesting more items to keep the staff busy. While they were distracted, he discreetly placed three wallets, collectively valued at VND450 million, into his bag. Again, he used the excuse of needing to take a phone call to make a quick getaway. The thefts were eventually reported to the police in District 1, who reviewed surveillance footage from both incidents. Investigators identified Chien as the suspect and arrested him shortly afterward. The stolen goods were recovered at the time of his arrest. Despite the premeditated nature of his crimes, Chien’s cooperation with authorities and the return of all stolen items factored into the court's decision to reduce his sentence to 10 years. The video, posted on January 14, shows a woman narrating an incident where a customer mistakenly transferred VND10 million instead of VND1 million to her husband. She says the customer then provided a QR code with their bank details and asked him to return the excess amount. After scanning the code, her husband’s phone froze, and when it unfroze, he found VND100 million missing from his bank account, according to her account. The video quickly gained traction, amassing over 1.6 million views, 3,500 likes, and 23,000 shares. Many viewers expressed concern, with one commenter warning that scammers were becoming more sophisticated, moving from using links and emails to QR codes. However, several viewers raised doubts about the story's credibility. Thanh Dang, a Facebook user, questioned why biometric authentication, such as facial recognition, wasn’t triggered for the VND100 million transfer, noting that transfers over VND10 million typically require such verification. Cybersecurity experts have also debunked the claim. Vu Ngoc Son, chief technology officer at the National Cyber Security Technology Corporation, explained that scanning a QR code or copying an account number does not directly result in financial loss. QR codes typically encode data like links or bank account details, and any risk arises from how users interact with the content after scanning. The real danger comes from clicking on fraudulent links, installing malicious software, or transferring funds to a scam account. Son warned against spreading unverified information, emphasizing that sensationalized rumors often cause unnecessary panic. "People share these claims out of fear or the desire to protect others, which amplifies their reach uncontrollably," he said. He also pointed out that some individuals might even use fake warnings as bait to lure users into real scams. To combat misinformation, Son advised users to verify information through official sources like government or bank websites, reputable media outlets, or trusted cybersecurity firms. He cautioned that false claims could be as harmful as real fraud, potentially undermining trust in digital transactions and hindering businesses’ digital transformation efforts.
